1.                 Quick Start

This short section provides users with a ‘Quick Start’ summary of the key steps for using Trafficworx.

All Users: Logging on to Trafficworx

Follow these steps:

1.        Go to http://www.jerseyroadworks.com (in Internet Explorer or Firefox)

2.        Enter your username and password and select “OK”

See section 5.1.1 for further details.

All Users: Checking the To Do List

All users should check their To Do list on a regular basis.

Follow these steps:

1.         Once logged on (see above), simply select the ‘To Do List’ from the main navigation dashboard.

2.        F5 on the keyboard can be used to refresh the To Do List

2.                 Introduction

2.1              Purpose

The purpose of this Guide is to provide a reference to support Jersey Trafficworx users when they are working with the system. The contents of this guide will also be available from within the system through ‘mouse-over’ tips and the help button that will display relevant support on screen.

2.3              System Requirements

2.3.1        System Hardware

As Jersey Trafficworx is purely web-based, it will run on a large variety of client hardware, such as laptops and desktop PCs/Apple Macs of recent specification.

The minimum requirements are: 1GHz Processor, 1GB RAM, and WXGA (1280x800) minimum screen resolution.

2.3.2        Operating Systems / Software

Jersey Trafficworx is a web-based application that requires Microsoft Internet Explorer (version 7 or 8) or Firefox (version 3.5 or higher).

Supported client operating systems are Windows XP, Vista or Windows 7. The Windows Server 2003 and 2008 server operating systems are also supported clients.

Other operating systems are also likely to be able to run the system as long as they are capable of running Internet Explorer 7 or 8 with Java, Flash etc. However, these are not officially supported by ISL.

To ensure smooth running of the system, Internet Explorer clients should be set up as follows:

§  Pop-up blockers (if running on the client PC) must be disabled for the URL given in section 2.4 below. Cookies must be allowed.

§  On PCs and laptops with low screen resolution, it is suggested that Internet Explorer be run in full-screen mode, which is entered and exited by pressing 'F11'.

§  The default language in Internet Explorer needs to be set to English (US) or English (UK).

2.3.3        Connectivity

Jersey Trafficworx requires all clients to have broadband internet connections with a minimum speed of 1Mbps. While the system will work with slower connections, the user experience will suffer and system responsiveness will be reduced. 

2.4              Installation

The system does not require any local installation. The login screen for Jersey Trafficworx is at the following URL:

3.                 System Overview

Trafficworx is a unique system for street works management. It has been customised for Jersey and some of the key features include:

§  Management of all stages from long term planning to inspections and rectification works.

§  It is a permit-based system.

§  Provision of traffic impact assessment (TIA), coordination and conflict information for all street-based activities.

§  Provision of real-time information to all system users.

§  Provision of audit trails and management reports to monitor performance.

§  It is fully compliant with Jersey’s corporate IT strategy.

§  It is web browser based and integrates GIS throughout.

§  It is user-friendly & highly customisable.

§  It specifically addresses ‘local’ requirements.

A detailed version of the Jersey Trafficworx procedure will be provided in Appendix B of the final User Guide.

Types of Submission

Users can make the following different types of submission:

Summary of Key ‘Business Rules’:

Jersey Trafficworx has a number of ‘business rules’ that relate to Approvals, Deadlines, Escalation Procedures, etc. A summary of the key business rules will be provided in Appendix C of the final User Guide. The following business rules are given as typical examples:

The system is currently configured to require the following Approvals:

§  Applications that have embargo and/or protected route conflicts will be automatically routed to the appropriate authority that will need to agree to an exemption for the application to progress.

The system is currently configured to manage the following Deadlines & Escalation Procedures:

§  The system calculates default consultation periods that can be amended by a HA during the Initial Review. If the deadline is reached without receiving a consultee’s input, the application will automatically return to the HA for the Final Review/Decision.

Other business rules:

§  Road segments that are set to go under embargo will automatically commence the appropriate embargo period at the completion of the relevant works.

§  The public website will automatically publish activity details as soon as a permit is granted.


4.                 USER INTERFACE

After an initial logon screen, the user is brought to a Main Navigation Dashboard.

Note: Trafficworx is a web application and all user actions require a single mouse click.

4.1              Main Navigation Dashboard

The Main Navigation Dashboard comprises buttons for users to access the 8 main areas of the system:

§  ‘To Do’ List

§  ‘Watch’ List

§  Blank Forms

§  Custom Lists

§  Administration Forms

§  Reports

§  Co-ordination Map

§  Inspection Management (HAs only)

4.1.1         ‘To Do’ and ‘Watch’ lists

A key part of the Trafficworx system is the use of ‘To Do’ and ‘Watch’ lists. Both lists are set out in the same format (see below).

The ‘To Do’ list displays all of the items that currently require action to be taken by the user that is currently logged on.

The ‘Watch’ list displays all of the items that can be seen by the user that is currently logged on, however, these items do not require action by that particular user.


 

Items that are listed in the ‘To Do’ and ‘Watch’ lists are colour coded and use ‘Priority’ numbers to assist users to identify the following:

Priority 1 (red): Emergencies, Urgent activities & activities that have passed a deadline

Priority 2 (orange): Activities within 2 days of a deadline (deadline approaching)

Priority 3 (green): Live Activities (unless Priority 1 and/or 2)

Priority 4 (magenta): Permit Decision Due

Priority 5 (blue): Activities which have a variation /alternative proposal / info request pending or a comment made

Priority 6 (black): Normal (Non-Live) activities

Priority 7 (n/a): Not Used

Priority 8 (grey): Completed activities that are still accessible to the user

Priority 9 (grey): Archived activities that no longer accessible to the user

4.1.2        Blank Forms

The Blank Forms interface is used to create new Permit Applications including:

§  Internal Planning

§  Long Term Planning

§  Permit Application

§  Urgent Works

§  Emergency Works

§  Non-Time Critical

4.1.3        Custom Lists

The following custom lists can be opened and searched:

§  Archive

§  Site Developments

§  Trenches Under Guarantee

4.1.4        Administration Forms

This currently includes:

§  Browser settings – this allows users to make limited changes to their browser settings.

§  Profile Administration – this allows users to make limited changes to their user profile including email address, name displayed (‘distinguished’ name), etc.

§  Real-time Reporting – this opens an interface for users to define and produce reports based on the latest real-time information.

§  Inspection Management – this opens an interface for inspectors to schedule and record inspections.

4.1.5        Reports

This opens the Reports Module Interface which allows the user to set some parameters, such as a date range and then run a report.

§  Report Name – A report must be selected from the drop-down list.

§  From Date – Not required for all reports.

§  To Date – Not required for all reports.

§  Show Report – Runs the report

4.1.6        Co-ordination Map

This opens the Co-ordination or Long Term Planning map, which allows users to consider the latest co-ordination and conflict information in relation to a proposed Activity.

4.1.7        Inspection Management

The ‘Inspection Management’ menu button launches the ‘HA Inspection Schedule’ form. From this form it is possible to view and filter on all available scheduled inspections. Another way of to view Inspection details is through activities on the To Do list.

4.2              Activity Tabs

Each activity comprises a series of tabs for users to access relevant information. Depending on the user profile, the type of application, and the stage of the application, some or all of the following tabs will be visible:

§  Overview

This will provide summary information for each Activity.

§  Detail

This will provide detailed information for each Activity.

§  History

Trafficworx automatically creates and maintains a History for every new Application. The History will log each user action in chronological order.

§  Audit Trail

Trafficworx automatically creates and maintains an Audit Trail for every new Application. This tab will only be available to the TTS Street Works Manager.

§  Reinstatement & Inspection Details

This tab will be automatically generated for each Activity that has had a trench inspected of type B or C.

5.1              General Functionality

5.1.1        Starting Trafficworx

To start Trafficworx, go to http://www.jerseyroadworks.com (either by opening Internet Explorer or Firefox from the Windows Start menu or by using a desktop shortcut). This will bring you to the log on screen shown below:

Enter your username and password and select “OK”.

5.1.2        Monitoring Progress

All users can monitor the progress of Applications that are relevant by using their ‘Watch’ list, which is described in section 4.1.1 above.

1.        Add a comment and then submit by selecting the tick button.

To view recent and historical comments, follow these steps:

1.        From either the ‘To Do’ or ‘Watch’ lists, select the relevant item, which will open the details.

2.        Select ‘All Notes’ from the top of the form:

5.1.3        Closing Trafficworx

To close Trafficworx, follow these steps:

1.         Select ‘Log out’ from the top of the screen:

2.         Close the Internet Browser.

5.2              Key Functionality

This includes the following:

§  Long Term Planning

The objective of Long Term Planning in Trafficworx is to encourage Promoters to enter information relating to future works at as soon as possible as this will increase the planning time available to coordinate works and mitigate or avoid potentially conflicting & disruptive activities. In doing so, Trafficworx recognises that Promoters will have differing and changing levels of certainty for their future works and this is managed by having the following 3 Long Term Planning statuses:

1.      Internal Planning

Internal Planning entries will only be seen by users of the organisation that created those particular entries. Activities that are created as Internal Planning entries can then be advanced to the Master Program where they can be seen by all Trafficworx users.

2.      Master Program (Unreserved Dates)

5.2.1        Long Term Planning – Creating Internal Entries

To create a new Internal Planning Entry follow these steps:

1.         On the main navigation dashboard select ‘Blank Forms’:

 

In ‘Blank Forms’ single click on ‘Internal Planning’:

The following form will open:

2.                  Enter the Internal Planning Entry Details.

This is a very similar process to the set of actions listed under steps 2 and 3 in section 5.2.5 below. The only difference being that the Main Contractor and Reinstatement Contractor are not mandatory fields.

3.                  Submit the Internal Planning Entry:

Once the Internal Planning Entry is complete it can be submitted by clicking the tick button at the bottom right of the form. Alternatively the form can be cancelled (which will discard all the information on the form) by ticking the cross button:

 

5.2.2        Long Term Planning – Creating an Application to the Master Program

To create a new Long Term Planning Application follow these steps:

1.                  On the main navigation dashboard select ‘Blank Forms’:

In ‘Blank Forms’ single click on ‘Permit Application’:

The following form will open:

2.                  Enter the Long Term Planning Application Details.

This is a very similar process to the set of actions listed under steps 2 and 3 in section 5.2.5 below. The only difference being that the Main Contractor and Reinstatement Contractor are not mandatory fields.

3.                  Submit to Master Program:

Once the Long Term Planning Application is complete it can be submitted by clicking the tick button at the bottom right of the form. Alternatively the form can be cancelled (which will discard all the information on the form) by ticking the cross button:

5.2.3        Long Term Planning – Reserving Dates

To reserve dates for a Long Term Planning Application follow these steps:

1.                  The user opens the activity from the To-Do list. The ‘Activity Overview’ form is opened.

2.                  The user clicks the ‘Reserve Dates’ action button. The system displays a confirmation dialog box.

3.                  The user confirms the action by clicking ‘yes’          . The activity moves to the ‘HA: Date Reservation Review’ stage.

4.                  The user (HA) opens the activity from the To-Do list. The ‘Activity Overview’ form is opened.

5.                  The user reviews the activity details and approves the date reservation by clicking the ‘Approve’ action button. The activity moves to the ‘Promoter: Planned Activities (Reserved)’ stage.

6.                  The user reviews the activity details and rejects the date reservation by clicking the ‘Reject’ action button. The ‘Approval/Rejection’ form opens.

7.                  The user enters comments/reasons as required.

8.                  The user submits the form by clicking on the ‘Submit’ button. The activity moves back to the stage ‘Promoter: Planned Activities (Unreserved)’and is available for the promoter to amend details and resubmit the activity, should this be required.

5.2.4        Long Term Planning – Upgrading to a Full Permit Application

To upgrade from a Long Term Planning Application to a Full Permit Application follow these steps:

1.                  The user finds and clicks on the Long Term Planning Application that has been previously created ‘Activity Details’ form launches showing the summary information about the Application.

2.                  The user clicks the ‘Upgrade To Permit’ button on the ‘Activity Details’ Form ‘Activity Definition’ form launches allowing the user to confirm and amend the Long Term Planning Application information.

3.                  The user submits the form by clicking on the submit button on the ‘Activity Definition’ form. The Long Term Planning Application does not show in the users ‘To Do’ list. The application appears in the users ‘Watch list at the Stage ‘HA: Permit – Initial Review’

4.                  The user cancels the form by clicking on the cancel button on the ‘Activity Definition’ form. The ‘Activity Definition’ form closes and returns to the ‘Activity Details’ form.

5.2.5        Creating a Full Permit Application

To create a new Permit Application follow these steps:

1.                  On the main navigation dashboard select ‘Blank Forms’:

In ‘Blank Forms’ single click on ‘Permit Application’:

 

The following form will open:

 

2.                  Enter the Application Details as Follows:

‘Type of Activity’ is a mandatory field and should be pre-populated based on the type of user.  Different users have different options for this field that are held in the list.  Changing this field to a different value can be done by selecting the dropdown list.

‘Promoter’ and ‘Contact’ are mandatory fields and should be pre-populated.  The text of these fields can be amended.

‘Start Date’ and ‘End Date’ are mandatory fields. Enter a date by clicking on the calendar control and selecting the date for the planned start date of the works. The current date is shown highlighted with a red box.  The date can also be entered by typing in the Start Date field rather than using the mouse and the visual calendar.

 

 

‘Timing’, ‘Position’, ‘Shared Activity’ and ‘Reoccurring’ – Are mandatory fields and must be completed.  These can be completed by selecting the required value from the dropdown lists.

‘Description’ – This is a mandatory notes field that holds the overall description of the Permit Application.

‘Title’ – This field will initially be hidden, and will be set automatically when the road segments have been selected.

 

3.                  Location and TM Selection Tool

After setting these fields above click on the ‘Select on Map’ button.

This will launch the following ‘Location & TM Selection’ tool in a separate browser window.

 

Navigating using the Map

The controls on the left side of the map allow you to navigate around the map.

Pan – This allows the map to be clicked and dragged to move the map around the map window.

Zoom In – Using this button allows you to click and drag to create a rectangle.  The map will then zoom into this rectangular area to enlarge the map details.  The smaller the rectangle the more you will zoom in.

Zoom Out – Using this button you can click and drag to create a rectangle which will zoom the user out.  The smaller the rectangle the more you will zoom out.

Back Extent – This button takes you to the previous position of the map.

Full Extent – This button takes you to a full view of Jersey.

Next Extent – This button takes you to the next extent that you have been at (this will only do anything if you have used the Back Extent before you click this button).

Measure – This button allows you to click along multiple paths to measure the distance of a route.

To find the roads that the Permit Application applies to use the Zoom In function to highlight the area to a scale that allows you to see the roads in detail.

Once the map is at an appropriate scale click on the ‘Works Selection’ button to choose a type of works.  Once the works type has been selected click on a road.  This will highlight a road and add it to the table below the map area. Road segments can be deselected either by pointing & clicking directly on the road segment or by clicking the red cross in the table.

Similarly, click on the ‘Traffic Information’ button to choose appropriate signage. The Location & TM Selection Map requires that at least 1 sign is selected before submitting road segments to the application form. The ‘Submit Selection’ button will not be visible until at least 1 sign is selected.

Once all the works have been highlighted on the map click the ‘Submit Selection’ button.


 

The Submit Selection button closes the ‘Location & TM Selection’ window and takes you back to the ‘Activity Definition’ Form.  This form will have a Traffic Impact Assesment value populated as well as the segments that were selected on the Map.

All fields highlighted with an asterisk are mandatory fields and required to be completed.

If the TIA is sufficiently high the system will require you to attach mandatory information regarding the application.  This can be done by clicking on the attachments, selecting the file and uploading to the Trafficworx system.

 

4.                  Submit the Permit Application:

Once the Permit Application is complete it can be submitted by clicking the tick button at the bottom right of the form. Alternatively the form can be cancelled (which will discard all the information on the form) by ticking the cross button:

5.2.6        Permit – Initial Review

1.                  Locate the Permit to be reviewed.

Anything that requires review from you will be on your ‘To Do List’ at the Stage ‘HA: Permit – Initial Review’.  From the ‘To Do List’ clicking on the individual Permit Record will open the Activity Overview form.  This form will give you three options at the bottom of the form: to ‘Approve/Reject’, ‘Request Further Information’ or ‘Alternative Proposal’.

 

2.                  Approve or Reject the Permit.

Click on the Approve / Reject Button.  This launches the ‘Initial Review and Consultation Definition’ Form.

Here you can add your initial verdict along with the reasons for the verdict.   The consultees will be initially pre-populated based on system rules.  For example an Application on a main road that has gone to TTS will by default include the Parish it falls under as a consultee.  Another example is that any Applications which raise a conflict check on a bus route will include the Bus user as a consultee.

3.                  Request Further Information / Alternative Proposal

Click on the ‘Request Further Information’ or ‘Alternative Proposal’ button.  This launches the ‘Info Request / Alternative Proposal / Variation’ Form. See sections 5.3.2 and 5.3.3.

5.2.7        Consultation Stage

1.                  Locate the Application which you are adding consultation comments to.

Anything that requires input from you will be on your ‘To Do List’.

From the ‘To Do List’ clicking on the individual Application Permit will open the Activity Overview form.  If you need to provide a consultation verdict on the Permit Application it there will be buttons on the bottom of the form.

 

2.                  Provide Consultee Details

Clicking on the Verdict Button launches the ‘Permit Consultation’ form.

Here the verdict can be recorded as well as reasons for the verdict.  Either Approval or Rejection of the Permit will remove the Permit from your ‘To Do’ list.

5.2.8         Permit – Final Decision & Production

1.                  Locate the Permit Application that is to be reviewed.

From the ‘To Do List’ clicking on the individual Permit Record will open the Activity Overview form.

 

2.                  Make the final permit decision.

If the permit is at the ‘HA: Permit Decision’ stage you will have the option of ‘Approve / Reject’ in the action buttons on the bottom of the form:

This launches the Permit Decision form where the verdict and reasons for the verdict can be entered. If the Permit is approved then the permit passes to the ‘HA: Permit Granted’ stage. If the Permit is rejected then it goes back to the ‘Promoter: Rejected Applications’ stage for reconsideration or cancellation.

3.                  Produce Permit – Step 1

Relocate the Permit Application that is to be produced. From the ‘To Do List’ clicking on the individual Permit Record will open the Activity Overview form. Select the ‘Produce Permit’ action button. This will open the ‘Permit Creation and Review’ form:

 

4.                  Produce Permit – Step 2

Complete the ‘Permit Details’ section of the form by checking / amending the ‘Date of Issue’ and entering any permit conditions. Create the permit by selecting the ‘Create Permit’ button. The Permit will be added to the ‘Permit Revisions’ table at the bottom of the form.

5.                  View / Print Permit (optional step)

Select the latest Permit revision from the ‘Permit Revisions’ table and select the ‘View Permit’ button.

Note: If this is the first permit or report that the user has opened during this Windows session, the user will need to re-enter their user password to be able to view the permit. Selection of the tick box “Remember my credentials” will mean that the user does not have to re-enter their user password during the same Windows session.

The permit will open and can be printed or exported as various formats e.g. pdf

6.                  Register Permit

Finally, the user must register the in the System by selecting the

Once the Permit has been produced, the user must register it within the System by clicking the tick button at the bottom right of the form.

Alternatively the Permit can be saved but not registered (which will keep the Permit Application at the ‘HA: Permit Granted’ stage but not allow works to proceed) by ticking the cross button.

5.2.9        Completion Notices

Once work has been completed then the promoter needs to submit a completion notice.  This is done by:

1.                  Locate the Permit Application corresponding to the work that is complete.

From the ‘To Do List’ the record should be at the stage ‘HA: Live Works’ clicking on the individual Permit Record will open the Activity Overview form.  At the bottom of the Form the ‘Works Complete’ action button should be present.

 

2.                  Complete the Completion Notice form

Clicking on the ‘Works Complete’ button should launch the ‘Completion Notice’ Form.

This provides fields to include the completion date, time and optionally any further details relating to the completion.  Once the form is filled in it needs to be submitted by clicking the tick button at the bottom right of the form.

5.2.10    Trench Reinstatement

Once an excavation work has been completed and is at the stage ‘Promoter: Trench Registration’ a Trench Reinstatement can be completed. 

1.                  Locate the Permit Application corresponding to the work that is complete.

From the ‘To Do List’ the record should be at the stage ‘Promoter: Trench Registration’ clicking on the individual Permit Record will open the Activity Overview form.  At the bottom of the Form the ‘Register Reinstatements’ action button should be present.

 

2.                  Complete the ‘Reinstatement Details’ form

Clicking on the ‘Register Reinstatements’ button should launch the ‘Reinstatement Details’ Form.  On the reinstatement form one or many trenches may be created.

 

Depending on the trench type the screen layout will alter.  If it is a rectangular trench then only one Trench Photo and one set of details will appear.

The ‘Type’, ‘Trench Location’, ‘Length’, ‘Width’ ‘Depth’ are mandatory fields.

The reinstatement ‘Types’ that can be selected are:

§  Interim

Interim reinstatements will go to the “Promoter: Awaiting Reinstatement Finalisation” stage, where they will be resubmitted by the Promoter for a Permit to carry out a final reinstatement.

§  Final

§  Enhanced

To upload a photo of the reinstated trench click on the ‘Start Photo’ or ‘End Photo’ attachment clip.  Browse to the attachment to be uploaded and click ‘Open’ then ‘Upload’.  This will save the photo to the server and display the photo in the ‘Trench Photo’ rectangle.  If the photo has geotagged information this will be taken from the photo and recorded in the Start X, Start Y and Bearing information.

The user should check the accuracy of the geotagged information by clicking the ‘Map’ button underneath the photo attachment, which will launch the ‘Coordinate Selector’ window in a separate browser.

If the photo does not have geotagged information, or the information is wrong, then this can be manually adjusted by:

§  selecting the ‘Coordinates’ button, then

§  clicking where the photo was taken and dragging the mouse in the direction it was taken (whilst holding down the mouse’s left button) and releasing the mouse button to record the correct bearing.

Once the data has been correctly entered then click the save button and the trench should appear in the bottom table. If no Coordinates are set for the photo the trench will not save.

Further trenches can then be added and saved and once the form is complete the tick button at the bottom of the form to submit the Reinstatement.

5.2.11    Inspections

There are two options for managing and recording inspections:

§  Opening activities on the To Do list that have a type of ‘HA: Type A/B/C Inspection’, or

§  The ‘Inspection Management’ menu button launches the ‘HA Inspection Schedule’ form:

 

 

The following actions are available from the ‘HA Inspection Schedule’ form:

§  Filtering inspections by Area, Type and Status.

§  Inspections can be assigned to an inspector to avoid duplication. Assign and unassign by entering the appropriate Inspection ID into the ID field:

§  Reviewing reinstatement and inspection details by clicking on the required ‘Open’ link, which will launch a form. The Reinstatement and Inspection Details Form is available for B and C inspection types only. For inspection type A the Activity Overview form will be loaded:

§  For Inspection Type A the following form is loaded.

 

§  For Inspection Type B and C the Reinstatements and Inspections form is loaded.

§  Record a passed inspection by selecting the ‘Pass Type A/B/C’ action button.

 

§  Record a failed inspection by selecting the ‘Fail Type A/B/C’ action button.

 

§  Print an inspection form by selecting the ‘Print Type A/B/C’ action button.

5.3.1        Embargos and Protected Routes

Any work planned on a ‘Protected Route’ or road under ‘Embargo’ will have an additional stage of approval.   After consultation the Permit will go to the stage TTS: Highways Maintenance Approval which will have to be approved by the highway Maintenance User.  This approval is done by selecting the Permit Application at the stage ‘TTS: Highways Maintenance Approval’ from the ‘To Do’ list.  This will display the ‘TWX – Activity Overview’ form with a button ‘HW Assessment’ at the bottom of the Form.  Clicking on the ‘HW Assesment Button’ will launch the ‘Permit Decision’ form.

This provides fields to include the completion date, time and optionally any further details relating to the completion.  Once the form is filled in it needs to be submitted by clicking the tick button at the bottom right of the form.

5.3.2        Requesting Further Information

To Request Further Information follow these steps:

1.                  The HA user opens the activity from the To-Do list. The ‘Activity Overview’ form opens.

2.                  The user clicks the ‘Request further information’ action button. The ‘Further Information’ form opens:

 

3.                  The user enters the details of the information request as required and submits the form. The activity moves to the Promoter’s To-Do list.

4.                  The Promoter opens the activity from the To-Do list. The ‘Activity History’ form opens.

5.                  The user clicks the ‘Respond to Info Request’ action button. The ‘Further Information’ form opens.

6.                  The user enters information as required and submits the form. The activity moves back to the HA’s To-Do list.

7.                  The HA user re-opens the activity from the To-Do list. The ‘Activity Overview’ form opens.

8.                  The user reviews the information on the ‘Activity History’ tab.

5.3.3        Alternative Proposals

To make an Alternative Proposals follow these steps:

1.                  The HA user opens the activity from the To-Do list. The ‘Activity Overview’ form opens.

2.                  The user clicks the ‘Alternative Proposal’ action button. The ‘Alternative Proposal’ form opens.

3.                  The user enters the details of the intended change as required and submits the form. The activity moves to the Promoter’s To-Do list.

4.                  The Promoter opens the activity from the To-Do list. The ‘Activity History’ form opens.

5.                  The user clicks either the ‘Approve Proposal’ or ‘Reject Proposal’ action button. The ‘Alternative Proposal’ form opens:

a.       If the user selected ‘Reject Proposal’, the user enters the negative response / decision details as required and submits the form. The activity moves back to the original stage for further assessment by the HA(s)

b.      If the user selected ‘Approve Proposal’, the user enters the positive response / decision details as required and submits the form. The activity moves to the HA’s To-Do list and the HA user follows these steps:

6.                  The HA user opens the activity from the To-Do list. The ‘Activity History’ form opens.

7.                  The user clicks the ‘Apply Alterations’ action button. The ‘Activity Overview’ form opens in edit mode.

8.                  The user amends details as required and submits the form. The activity moves back to the original stage for further assessment by the HA(s)

9.                  Optional re-run of the consultation phase: The HA user opens the activity from the To-Do list and clicks the ‘Re-Launch Consultation’ Button. A confirmation pop-up appears. The user selects ‘yes’ command button. The activity moves back to the ‘Permit Consultation’ stage.

5.3.4        Requesting Variations

To Request a Variation follow these steps:

1.                  The Promoter user opens the activity from the To-Do list. The ‘Activity Overview’ form opens.

2.                  The user clicks the ‘Request Variation’ action button. The ‘Variation Request’ form opens.

3.                  The user enters the details of the intended change as required and submits the form. The activity moves to the HA’s To-Do list.

4.                  The HA user opens the activity from the To-Do list. The ‘Activity History’ form opens.

5.                  The user clicks either the ‘Approve Variation’ or ‘Reject Variation’ action button. The ‘Variation Requests’ form opens:

a.       If the user selected ‘Reject Variation’, the user enters the negative response / decision details as required and submits the form. The activity moves back to the original stage for further assessment by the HA(s).

b.      If the user selected ‘Approve Variation’, the user enters the positive response / decision details as required and submits the form. The activity reopens from the HA’s To-Do list and the Promoter follows these steps:

6.                  The user clicks the ‘Apply Variation Details’ action button. The ‘Activity Definition’ form opens.

7.                  The user amends details as required and submits the form. The activity moves back to the original stage for further assessment by the HA(s).

8.                  Optional re-run of the consultation phase: The HA user opens the activity from the To-Do list and clicks the ‘Re-Launch Consultation’ Button. A confirmation pop-up appears. The user selects ‘yes’ command button. The activity moves back to the ‘Permit Consultation’ stage.

5.3.5        Suspensions

To Suspend Works follow these steps:

1.                  The HA user opens the activity from the To-Do list. The ‘Activity Overview’ form opens.

2.                  The user clicks the ‘Suspend Activity’ action button. The ‘Activity Suspension’ form opens.

3.                  The user enters the reasons for the suspension and submits the form. The activity moves to the ‘HA: Works Suspended’ stage.

4.                  When the activity is ready to be reactivated, the HA user re-opens it from the To-Do list. The ‘Activity Overview’ form opens.

5.                  The user clicks the ‘Reactivate Activity’ action button. The ‘Activity Definition’ form opens.

6.                  The user enters any changes to dates/timing for the activity and submits the form. The ‘Activity Overview’ form reopens.

7.                  The user clicks the ‘Revise Permit’ action button. The ‘Permit Management’ form opens.

8.                  The user creates a new permit if required, prints it and then submits the form. The activity moves back to the stage it came from before the suspension.

5.3.6        Cancellations

To Cancel an Activity follow these steps:

1.                  The Promoter user opens the activity from the To-Do or Watch list. The ‘Activity Overview’ form opens.

2.                  The user clicks the ‘Cancel Activity’ action button. The ‘Cancel Activity’ form opens:

3.                  The user enters the reasons for the cancellation and submits the form. The activity moves to stage “Archive: Cancelled Activities” and can be found on the Watch list.

5.3.7        Permit Withdrawals

To Withdraw a Permit follow these steps:

1.                  The HA user opens the activity from the To-Do or Watch list. The ‘Activity Overview’ form opens.

2.                  The user clicks the ‘Withdraw Permit’ action button. The ‘Withdraw Permit’ form opens.

3.                  The user enters the reasons for the Permit Withdrawal and submits the form. The activity moves to stage “Archive: Withdrawn Permit” and can be found on the Watch list.

5.3.8        Final Reinstatement after an Interim Reinstatement

Following the submission of Interim Reinstatement details an Activity moves to the ‘Promoter: Awaiting Reinstatement Finalisation’ stage.

To Schedule the Final Reinstatement follow these steps:

1.                  The Promoter user opens the activity from the To-Do list. The ‘Activity Details’ form opens.

2.                  The user clicks the ‘Schedule Finalisation’ action button. A pop-up box will ask the user for confirmation. If the user confirms ‘Yes’, then the ‘Activity Definition’ form opens.

3.                  The user must then change the dates as required for the Final Reinstatement Works. Other Activity information (e.g. timing, contact details, contractor, etc.) can also be changed if required. The user then submits the form. The activity moves to the ‘HA: Initial Review stage’ stage and will follow the same approval procedure as the original works – see section 5.2.6 above.

5.3.9        Rectification Works

The management of Rectification Works is very similar to the management of a        Final Reinstatement after an Interim Reinstatement as set out in section 5.3.8 above.

Following a failed inspection an Activity moves to ‘Promoter: Reinstatement Rejected’ stage.

To Schedule the Rectification Works follow these steps:

1.                  The Promoter user opens the activity from the To-Do list. The ‘Inspection Review’ form opens.

2.                  The user clicks the ‘Schedule Rectification’ action button. A pop-up box will ask the user for confirmation. If the user confirms ‘Yes’, then the ‘Activity Definition’ form opens.

3.                  The user must then change the dates as required for the Rectification Works. Other Activity information (e.g. timing, contact details, contractor, etc.) can also be changed if required. The user then submits the form. The activity moves to the ‘HA: Initial Review stage’ stage and will follow the same approval procedure as the original works – see section 5.2.6 above.

5.3.10    Website Publication

This will be developed after the beta testing period.

To generate a new report follow these steps:

§  Priority 2 – User unable to carry out essential functions

Call back within 1 hour. The problem will be worked on as soon as possible with a target resolution time of 4 working hours.

§  Priority 3 – User able to use system, problem with non-essential functions

Call back within 1 hour. The problem will be worked on as soon as possible with a target resolution of 1 working day.

§  Priority 4 – User able to use system, cosmetic problem

Call back within 2 hours. The problem will be worked on as soon as possible with a target resolution time of 5 working days.
